Just because the game follows a certain formula for it's base doesn't mean it's generally bad. Yes it would get boring with just that alone but that's why they a few plots along the journey such as dealing with the villain team or interacting whatever is going on in the region. I mean I'm not playing just to collect all badges. I play it to see what I encounter through the game. Pokemon isn't even only game that does what you complain about. Basically every other game does it too with their own style.
It be weird to try and fix something that isn't broken, let alone a something that isn't that strong of a focus in the game to most players. If you wanna look at a bad example, check out Yu-Gi-Oh when they tried attempting Dungeon Dice Monsters or Capsule Monsters.
