You mean East; you clearly eat shredded wheat
It makes more sense for them to go South because that's the rest of France. You could have the games to the East and have them start in Germany but I doubt they'll do this

new starters, highly unlikely unless they do start the games in Germany

unlikely, just an extension on the Kalos league (potentially more than 8 gyms)

tldr: Games start in Southern Kalos, 50ish new pokemon exclusive to that part of the region, same league but with more/different gyms to beat, E4 will be in the same location as XY, sequel to XY story-wise

why not, I can see the new games having new starters and you're given the GEN VI trio (+megastone) as second starter instead of the Kanto's ones.

One of the few things we do know is that they're going to try to do something new with the third version like B2/W2 did with being sequels. Completely new pokemon isn't that farfetch'd of a guess
