Power Marisa is a focus attacker that hits harder overall, is slower (although you'll still be outspeeding most puppets) and has worse type coverage. Struggles against Illusion puppets, although she gets some sound moves from TMs that help with that. If you're playing through the main game, it should be noted that it'll take 6 levels before Power Marisa actually gets a decent STAB Focus Attack, so watch out for that.
Speed Marisa is a spread attacker that outspeeds almost everything else in the game while still hitting fairly hard. Gets walled hard by Nature puppets, and your only real option for dealing damage to those is to pick up HP Fire or Steel, which is fairly late game.
Investment wise, you shouldn't waste your time increasing her bulk. Both Marisa styles have pathetic bulk on both sides, so your best bet is to simply invest everything into Speed, and whatever attacking stat your Marisa uses.
Oh, and make sure to run Changeling on Power Marisa and Lightning Speed on Speed Marisa. The ability to switch out while denting an opponent is vital to Marisa's success, since she takes hits about as well as a soggy tissue.
