Time ? its not like the lack the funds to put more staff , but yes more time is required however hey already have a lot off existing assets to re-use to speed things up ( they already do this anyway)
if they somehow made the system so we have to start from zero on every region ( like access pass or something like that) and wen we won then all have full access to everything
the story would require work so its not same shit over and over again
but yeah its possible , will they do it? nope their lazy assholes anyway
