Try combining him with hippowdon sandstream and charizard y. As weather king you will phase so much simply by the presence of the two types of weather and skarm can really abuse stealth rock and it's abilities with both of it's weaknesses covered with a switch.

A lot of good mons require support to get over their shortcomings, that's just how things go.

Even a monster like Tyranitar needs a ghost or bug companion to get over its laundry list of common weaknesses.

But a Skarmory/Chansey is one of the most filthy defense cores you can come across if you're a stall-lover. Skarmory's in it for the long haul, it just doesn't have the attack or speed it needs to be self-sufficient, sadly.
