I've been rocking hypnosis, substitute, Dazzling Gleam, Shadow Ball. It's rage inducing but that accuracy really hurts and I feel like there are better ways to optimize him. How does that set of yours work out?

I finally managed to hatch a shiny Gastly, but it ended up getting an attack IV of 31 and a pretty shitty defense IV.
Does this mean my bro's gonna suck in competitive battles? It's not as if Gengar's defense is all that great anyway, right?
