Water is already hotter than ice. Hot water is not as hot as fire. It's still cool enough to remain a liquid.

by nature of being a dual Water/Ice-type, Lapras cannot learn Scald. Its water powers naturally run on the colder side of the spectrum, whereas Pokémon like Simipour (the Geyser Pokémon) produce hotter water naturally.
