Nothing against Helioptile, but I don't think that it could offer a differentiated gameplay from the two pikachus already in.
Garchomp or Tyranitar would be nice, but not Garchomp AND Tyranitar.
I'll consider Belle Pikachu as a joke, because this is outright retarded.
The rest of the roster is good.

The idea was to have 5 Pokemon of each category (Standard, Power, Technique, and Speed)

Standard: Blaziken, Pikachu, Lucario, Suicune, Shadow Mewtwo
Power: Machamp, Charizard, Swampert, Garchomp, Tyranitar
Technique: Gardevoir, Gengar, Jigglypuff, Alakazam, Sylveon
Speed: Pikachu-Libre, Weavile, Sceptile, Lopunny, Greninja

The Wii U version of Pokken has Amiibo compability, and there's no way in hell Greninja isn't getting in anyway, so they might as well throw Jigglypuff in because it already has an Amiibo

The only characters who have been confirmed so far are Pikachu, Pikachu-Libre, Charizard, Machamp, Gengar, Shadow Mewtwo, Suicune, Sceptile, Blaziken, Gardevoir, Lucario and Weavile.
