There is no real downside to getting spikes for a battling creature. Even gen 1 Pokemon just get spikier "for no reason" other than protection or intimidation, look at Nidoking, or Gengar, or Seadra. Hell, half of gen 1 Pokemon get extra spikes on their head or somewhere when they evolve, just go look. You only notice in more on Garchomp because they're a different color from its body, or rather the color of its claws and fangs.
I don't see how its any more blended than most starter lines. Yes, it tries hard to look fierce, just like Nidoking, or Gyarados, or Scyther, or Houndoom. Nothing inherently wrong with that.
