Competition must exist because it's a huge part of the setting, but not everything can or should be balanced, especially with 700+ species to choose from. Some are strong to justify their role in the story, and some are weak to make early-game battles more forgiving.
Imagine a Final Fantasy game where every monster from every game in the franchise was playable. Some of them would be game-breaking by design, even at equalized level.
