Do you completely forget about the existence of Cloyster, Mamoswine, and other really effective Dragon killers? Burn? Yes, Dragons had other moves. That's why Fire Blast was used on Garchomp a ton. That's also why every Water type carried Ice Beam. It fucking worked. Pokemon usually have coverage against their weaknesses, unless they're some shitty Grass or Bug type.
Dragon type wasn't to blame. Only 3 Dragons really stood out in Gen 4 - Garchomp, Salamence, and Dragonite. In Gen 5, they added 1 new relevant Dragon - Hydreigon. Don't hit the entire type because GF decided to give 600 BST Dragons great coverage options, as if that has any bearing on their type instead of their Psuedo-legend status. Might as well nerf ROCK type since Tyranitar is so OP, right? Great coverage, good set up options, fantastic stat spread, and STAB that destroys most Pokemon. Why didn't Rock get a nerf? Probably because it was only Tyranitar that was OP.
