Game Freak wanted Rotom to be a Legendary but it was abandoned with the time. Proof of that is that in Platinum Rotom became the first non-Legendary that received Forme between games.

Also Rotom Formes are banned from Sinnoh and Johto Battle Frontiers.

Pseudo legendaries are just head cannon.
They don't actually exist.
Rotom can breed, so it's not a legendary by that standard.
