How do I unlock Cleffa in this game? Every source I checked on the matter either turned out to be wrong when I tried it or was vague as hell.

Just note that I tried all the following:
>Clear every round in Puzzle Mode
>Break 100000 total score in Marathon Mode
>Get the top score in Time Zone Mode on Easy, Normal, and Hard
And still nothing.

Anyway, I'm pretty sure you get Cleffa from getting max score on Garbage Mode. Have you tried that, OP?

If you get Magby from Garbage Mode then I probably got Cleffa from Challenge Mode somewhere.
By the way, I find Garbage Mode easier if you start on Hard with a level of 99.

Update: I just got Cleffa, and it only took me until I got a high score of 67671 in Garbage Mode. But now it begs the question, how does one unlock Magby?

You could have just gone to Psypoke. They're underrated as shit for information on mechanics. More so for games that came out in the early days.
