The art is zoomed as fuck, it looks better at distance.
Sugimori tends to use simple colorings nowadays, but this is just his style to keep the things more cartoonish.

Not literally true, the body shape in the new style is much more correct and realistic than it used to be in Gen 1~3.

Gen 6 characters aren't drawn by Sugi. New guy whose name I can't remember does the character art now, but I think Sugi might still be involved in the design process.

sugimori did all the main characters, and almost all important npcs like gym leaders and the MC friends

ohmura did the professor and several trainers like the hex maniac
