Why do so many pokemon have special defense as their highest stat for no good reason?

I mean a fucking big type with 6 fucking fists has 35 attack and 110 special defense

Those are just ones that I thought of just now but there's probably more. It's just a little painful that these pokemon could be so much cooler with a slightly different stat distribution

It probably has a good SpDef stat because dex entries say it gets power from the stars.

There are three special moves whose damage can't be reduced by increasing Special Defense. Those moves are Psyshock, Psystrike and Sacred Sword. Thankfully, the latter two can only be used by Mewtwo and Keldeo, respectively, so they are generally easy to see coming. Use this knowledge to prepare your counter move!

its not so much that sp.def is the highest stat on these pokemon, but everything else is so shitty that it just goes to waste.

like, its fine that noctowl has big sp.def, but every other of its stats are bad, it has near useless abilities and it has no way to utilize any of its moves effectively.
