Vaporeon was a reliable Bulky Water, sadly, Amnesia users were better; at least his high Special and Acid Armor gave it a niche.
Flareon was a brutal mixed attacker, you can say it was slow, but back then it could afford tank a special hit with its Special, hit hard back with either physical or STAB attacks.
Eeveelutions weren't overpowered, but were among the best on their respective types and very good overall. Vaporeon didn't see too much use because the whole bunch of Gyarados, Starmie, Lapras, Slowbro and somehow Articuno (STAB Blizzard + Bubblebeam); Flareon didn't because
