In order for a story to be meaningful, you generally first need to relate to and understand the characters. The first portion of PSMD is setting the backdrop for the rest of the story: you learn of your partner's dreams to have an end goal, you get introduced to a lot of your partner's personality through early quests to form a bond with him, and you get to know a few other characters like Nuzleaf, Carracosta, and Ampharos to get a bit of a cast going on.
Almost invariably, you need to first have a peaceful, fairly happy setting before shit goes wrong so that there's some feeling of escalation and stakes.
