There should be iv and ev trained pokemon in the fields and trainers should have them with good move combinations. If a harder difficulty setting just raised the level, you'd just have to grind to about the same level as your opponents. And as for wild pokemon, people are just going to reset their stats with a reset bag or train up a pokemon they get with good ivs anyway.
