f opponent attempts to use stealth rocks, blocks them and sets up floating sticky webs on their side of the field (same effect as regular sticky webs, only these affect those that normally wouldn't be touched by sticky webs, debating whether or not they should affect grounded pokes)

This means, if it were to be traced or otherwise, the pokemon would gain the ability as well, and get a free set up of sticky webs.
As far as mega stats, I dunno just some extra attack power and speed. And give it access to u-turn, so it can get the fuck out of there to be reused later to block entries.
This is just some bullshit I thought up really fast, not a lot of thought went into it. I just think ariados as shit as it is
