That would be Meganium: Higher attacking stat is SpA but most of its moves are physical, plus it only learns Grass and Normal offensive moves outside of Hidden Power and the rare and situational Ancient Power.

there's literally 1 point difference between Special and Attack

and it gets Earthquake which is pretty useful.

the problem is it's stats focus on the Defensive side with shitty Defensive Typing and useless abilities that don't help it at all.
