There are viable tanks that can "counter" Machoke. The one I think of is own tempo Grumpig as he is immune to confusion and also outspeed Machoke. He can hit it back even with uninvested speed.
The problem is that Machoke takes many hits wtih eviolite equippped, and then retaliate back with knock off.
And remember that Grumpig is one of the good tanks in PU.
Well Machamp cannot be banned in UU, because there are many straight counters with it. Machoke is bulkier than Machamp, equipped with a powerful physical STAB move with a 100% chance of confusion, and that requires one of your mons to sacrifice a turn to kill it, in which they need a lot of turns to do it.
