I seriously cannot fathom why people see body type as a restriction (outside of being straight up too large). This isn't a limb-based fighter, it's just a fighter with standard inputs for unique attacks like Smash or SF or the VS series. Hell, MvC3 has characters like Chandy, why can't ths game?
Pokemon attack with energy-based projectiles all the time. It's not hard to imagine Chandelure's jab as being some sort of will-o-wisp(s) swinging around it's body, mimicing the movement of a fist. Not hard to imagine Chandelure using a full body ram for one of it's few truly physical moves. Or swinging it's "arms". Not hard to imagine it using Shadow Sneak as another physical option. It's likely going to focus on ranged options anyway
Hell, doesn't Gengar use any part of it's physical body outside of it's tongue when attacking? I don't recall that it does.
As far as body boxes go, well, those vary quite a bit anyways. From Pikachu to Suicune to Machamp, etc.. I don't know how any particular body box shape would make a negative impact balance wise. Anything out could be balanced super easily.
