Gen 3 has the best design IMO, all of the starters are cool too.

The legendaries are still very nice, they look like legendaries while still not looking like mechanical or way too mystic.

A lot of cool designs

>Ninjask
>Wailord

For me it's either gen 5 or 4, probably 4 since 5 has nice things like Reuniclus, Braviary and Volcarona.

I'm doing an OR run where I catch every mon on a route before progressing and I must refute your statement. There is at least one great mon on each route/area. You could have a decent and varied team even by the second gym in the originals. Example:
