There's a reason they're strong, and it's not their type, it's their ludicrous base stat total granted to them by being Psuedos. Tyranitar and Metagross were just as powerful, in lieu of also being Psuedos.
At most, Ice type needed to resist Dragon, maybe Rock as well (Rocks stopping Dragon fire). Not a whole type used to nerf them into the fucking ground, to the point where the only surviving non-legendary Dragons are Garchomp and Dragonite (thanks to having a Parental-Bond, Huge Power tier ability). Seriously, do you see how far Flygon, Druddigon, and Kingdra have fallen from grace? Haxorus? Salemence?

They forgot to add in the moves needed to make those types viable offensively as well. Sludge Bomb/Wave have horrendous spread, and Gunk Shot might as well be a signature move for how rare it is.
