Yeah, Lysandre was much more a communist. He talks about the problem an utopia like communism faces to be true. When you first meet him, he rants about how people's selfishness makes this utopia to be impossible, and sees on genocide a way to achieve it.
I would have wanted for Sycamore to have a deeper character development though, having the same ideology but Sycamore having a less extremist way to achieve their utopia, instead of just "I tried to reason with him, but he didn't give two fucks about what I said. By the way, let's battle, I have all Kanto starters!".
A pity Pokemon X/Y had such potential.
