Why not? Farfetch'd with Stick get no setup critical hits on moves with high crit rate, and critical hits bypass the user's stat drops and the target's stat ups. That move would be nearly unusable on any other Pokemon, unless it had setup. The speed would still be terrible, but with 0 speed IVs and no EVs, it could be usable in trickroom.
