Alternatively, keep the first stage as a rock sub type, but when they evolve, they lose that and become something better. Aurorus could evolve from Ice/Rock to Ice/Dragon. Lileep can evolve from Grass/Rock to Grass/Water. Bastiodon could become a Steel/Ground type. Hell, if you have nothing better than rock to tack on to the main type, then at least sub it for Ground so it's similar but at least not bad. If a second type can't be matched up, just make them lose the Rock typing and become single type. Tyrantrum would make a damn nice pure dragon since nothing else seems to match up.
The best way to do it would be to just make them non-rock type anyway, or to give them primal reversions by holding some kind of item that would make them slightly more powerful and give them a different typing. That alone would make them a unique and interesting sub-set of pokemon with fun new ways to play, and would make them generally more desirable to use.
