Her point is that in-game, you should use whatever appeals to you. The Pokemon games are easy as fuck mostly because every single Pokemon is viable
Of course, at the time of GSC, her advice didn't actually make that much sense, since the game's mechanics meant a lot of Pokemon were completely not viable (Sneasel being a physically-based dark attacker is an example of Game Freak being shit at designing stats). That being said, they've gotten a lot better over the years, giving good moves and distribution to Pokemon with otherwise shitty stats, plus abilities.
