Meowth, quite honestly. Outside of Japan he has basically zero following, despite appearing in more eps that any Pokemon other than Pikachu, having had more special eps to himself than almost any other character, and is somehow still overshadowed by Jigglypuff, which hasn't even been in an episode for 3 geens worth of Anime.
