Sex isn't the only thing designated by age. Driving and drinking are too. We can infer from averages at what age these things are appropriate, and for practicality we adhere to these. We're not gonna test every single 14 year old for maturity just so adults can have the chance to fuck younger people.
I'm fine with the current 18 limit, I was just giving other options since you (or others, if you're just following the conversation) didn't seem satisfied with it.
