When champ first begins or when he asks for a new team, the first 6 Pokemon suggested, understandably just 5 along with a scorpion, get to be used in combat. Only if champ so wills it, a tier other than OU may be used. If champ is ready to rest or someone has snipped his internet connection and he's out for too long, the first person with a valid trip to claim gets to be champ.
