According to the move text, it would make sense for Scizor (mentions pincers).

Okay I'm retarded, samurott does have a small horn-crest thing, but its horn isn't even that big. I don't get why beedrill can't use its stingers like horns, it could really use megahorn, and the animation fits its design.
