Generally, the newer mons he draws are kind of just standing there. There's exceptions, but it really looks more like they're just posing compared to the first set of mon drawings.
However, the thing is Sugimori actually began with those "posed" versions first. It wasn't until Red/Blue that he redid the artwork and drew all those mons in action positions. You'll notice old Gen II mon art they're mostly just "standing there" as well, and after that it's a bit of a combination. His newer art looks more posed, but there's at least some action-y poses here and there.
