1. Go to Cynnibar Island
2. Use Old Rod to catch a Magikarp that only knows Splash.
3. Release all of your pokemon except that one Magikarp.
4. Sell all your items
5. Repeatedly buy and resell Hyper Potions. When you sell it, you get less monet back than you spent. Repeat until you have no money.
6. Now you only have Magikarp, that can only Splash, and you don't have enough money to buy more pokeballs. Game over.
