The thing is, it doesn't make sense that female Meowstic would get the ability and not the male -- It's not as if the male is incapable of grinding a 10-ton truck to dust.
The whole idea's messy, to be honest. Perhaps it would've been better to give the male and female forms different stats that cater to their needs. But in that case, I suppose they would have had to give them separate slots in the pokédex, since there wouldn't be anything different separating them from the Nidoran line at that point.
