Either that, or just play the tier your favorite pokemon is in. Even if it's OU. It's up to you how you have fun.
The single most important thing you can learn about Pokemon is team building. If you don't have a solid team, you will find yourself getting overpowered very easily and frequently. So once you decide on a tier, learn the big match ups. Smogon is a great resource for learning match ups and common movesets, but be careful to not take it as law and rely on it for EVERYTHING. It is merely a tool.
Don't be afraid to experiment, but also don't be afraid to lose. If you want to keep your ranking super badly for whatever reason, just make dummy accounts and keep practicing on those.
And one last thing:
Low ladder is unpredictable, strange, and ultimately terrible and should not be your deciding factor when picking a tier to play in.
