Like someone else mentioned, I find the design to be cluttered, but it's interesting because it's only cluttered in its "top-half." The body itself looks oddly barren compared to its head/back. However, although I find it do be slightly over-designed, I like the design itself a lot. I can see it working great as a legendary beast mon, but the design I think could be sleeker.
I'm not really sure how I would go about this, but here's a couple things I would do. First I would either get rid of the scales completely, keeping it one color, or I would change it to a "less is more" design, where you can see a couple scales, but it doesn't cover its entire back/head. They should be "strategically" placed to imply that it has scales all over the green parts, but not enough for it to be cluttered.
I would also likely change the front paws to be the same as the back paws with those claws. I'm not sure why they have different designs.
Some small things I would do is also to get rid of the yellow cloud things on its shoulders, as I find it redundant to have them there and on its paws. Plus, the having them on the paws lets the mon's bottom half have some much needed-detail.
The other small thing I would change is to take away either 2 or 4 of those orange swirls around its head (that is, one or two pairs). I would probably make them slightly bigger too, to emphasize them, and get rid of the black stuff behind, although I actually like how they look.
The last small thing I would personally get rid of is the yellow swirl things on its cheeks. I think that would make it look more threatening.
My favorite part of this is easily the ornate bushy/fiery looking red fur. It looks very mythical and I can imagine it flowing in the wind. I enjoy it as is despite my critique.
