The guy who made it and used it was trying to make a gym for Pokemon and he had a ridiculously strong Sandshrew. Ash wanted one for Pikachu but he saw how much it was hurting the Pokemon wearing it. The guy saw that too and stopped putting them on Pokemon.
I'm only 70% sure I'm remembering this correctly. I saw it 13 or so years ago.
