Chandelure that have appeared in the show sounded different to this one. But they never sound 100% the same anyway, they usually get different VAs for a lot of pokemon.

Same for Sceptile for example, it sounds nothing like Ash's one in the japanese.

The Japanese anime has a much, much bigger voice pool than the dub, so a lot of times they just have whoever happens to be in the studio at the time voice unimportant Pokemon.

I don't know about Japanese, but in the English version of PokePark 2, Chandelure's voice alternates between a high pitch and a low pitch

Wow, it's shit. I hope that they get a good VA for Chandelure in the English version, or just keep the voice the same since its name is Shandela in Japanese, which is pretty much Chandelure anyway.

I also hope that they don't ruin other aspects of the voices in the dub, like taking out Machamp's ORAORAORA or Blaziken's ATATATATATA.
