As for being a defensive mon, like it's supposed to be, it's okay but not outstanding.
There's one way to fix this; give Nidoqueen Multiscale instead of Sheer Force for a hidden ability. Seriously, a bunch of Nidoqueen's dex entries say how it's covered in scales that decrease the damage of opponent's attacks.
