Five moves, absolutely no question. A lot of good Pokémon are kept from being unstoppable monsters because while they can do a lot of things, they can't do it all at once.

The most obvious is gallade

Some would be much benefited, like gyarados, alakazam or gengar
Muk as well, but nobody uses it

I use Muk in lower tiers. Poison is a pretty good typing generally. Sometimes even use Weezing and Muk on the same team.

People would adjust and just bring another common counter, more or less negating each other

5 moves means any poke can suddenly be more viable and much more nasty.
