Pokémon designs have consistently been getting worse ever since Gen 2. Now, before you spout GENWUNNER listen to me.
Each generation has good designs, it's just that the good to bad ratio has gotten worse ever since the start. I think that the gameboys lack of power forced Gamefreak to be more creative when trying to make iconic pokemon that you still could recognize in R/B.
Newer pokemon just has more and more of unnecessary shit slapped onto them. Spikes, stripes, blobs of colours, too many colours and details that just ruin their design.
Take a look at that Garchomp - notice how much better it looks without the thrown in yellow colours?
