I mean, I don't disagree, they're all some of the better rivals. But your list betrays your biases.

Who have their own struggles and motivations, and find fulfillment in their own regard independent of your journey? They're absolutely my favorite two rivals.
Wally had character development, but you see him twice when hes a wimp, then he disappears until the end of the game- kind of cool, but kind of underwhelming. Would have been cool to hear about him a bit through the game from trainers- "I met a really strong trainer the other day with a Kirlia!" type stuff.
Silver, for all his obnoxious bad-boy Green2.0 stuff, actually does a good job in the character development department.
Hugh gets points for actually having a backstory and character motivation, even if its not that well done.
Barry and Green, though lacking much on the character development front, are amusing. I look forward to encounters with them.
Everyone else is shit- they don't contribute to the plot, don't have anything interesting or amusing to say, just a waste of time. ORAS May/Brendan and Shauna at least got a few good scenes in but not enough to redeem them of all the shit.
