In Gen 1, the Mew Glitch was one of the only ways to "letigimately" get Mew. It involved making the game think you're in battle when you're actually in the overworld, and then putting data values in the right place. The result would be a Level 7 Mew.
Adding a few more steps and abusing an EXP overflow glitch would allow you to get a Level 1 mew that could rather easily be wrapped over to Level 100, with all stat boosts. Problem is that the Mew would have no EVs and only Pound- but of course, that last part's not a problem as Mew could learn every TM.
Hmm... Level 100 Mew that only knows Pound... I wonder what else fits that description?
Ah yes, the recent Gamestop event Mew, who also has... Synchronize, the species's only ability. But of course that woudn't be special, as the Mew Glitch's Mew wouldn't have an ability- those only appeared in Gen 3 onwards.
