It was set in the same region.
They didn't introduce any new Pokemon.
They didn't introduce a slew of new moves.
They didn't introduce a slew of new items.
They didn't introduce a slew of new abilities.
The story was a direct continuation of Black and White so it wasn't new.
The regional gimmick was still the same (dream world/entralink)
And as much as you want to believe they're being advertised as new pokemon they aren't. New forms are only advertised as new forms.
