Great, shit like Mega Ampharos, Sceptile, and Charizard X not getting access to Draco Meteor pisses me off. I actually don't care for your idea that much, I just don't see it as too much of a hassle to write in a clause so the DM tutor will teach those mons the move.

Lopunny and Pinsir could also be extremely powerful. Moxie/Aerilate Quick Attack and Limber/Scrappy are quite dangerous combinations.
