The real reason can only be guessed, but I guess they didn't want to pretend that the Frontier never existed, which would have been a big mistake on their part. And so, they worked in references to it.
Too bad the BF did not make it into ORAS, but maybe, just maybe, they have something far bigger planned for the next set of games which is going to tie into this. It would kinda make sense, since the Battle Chatelaines are talking about expanding the Maison in the future and that they are actually born in Hoenn for some reason. Who knows.
