Gengar could be found in the Sinnoh region, so I guess that counts... I was thinking Mismagius, but Gengar does her job better.

You could try heatran. It's on about every other team, but it is a Sinnoh-mon. Any rotom form is available to you, also.
And if you're hard pressed for a ghost type, but don't want to use Trans-magius, you could try to go with a tanky spiritomb, a bulky attacker dusknoir, or a speedy froslass. The loss in power from froslass to gengar is VERY apparent, but stab ice is kind of nice.

I honestly hate using legendary pokemon, that's just my preference. I might use if it there's no hope but to use Heatran. I feel like I should change the move set of Empoleon or Gastrodon. Some kind of steel move suggestions?

I switched Frosslass with Mismagius. Most people I face with quit after a few Pokemon go down and being with a low elo, I don't know how good this team really is.

I went Showdown right after I saw this, I didn't have any saved really. Like I said, I'm in a low elo, I can't really tell how good my team is.
