I think it having psychic powers is why enemies can't destroy themselves and the effects of weather disappear. They should definitely play that up.
I'm not sure that it necessarily wants psychic typing for its evolution, since that would set it up for direct competition with Starmie, and that just isn't going to end well.
It has the same problem as a lot of first gen mons in that the stats are really evenly spread. It also looks like it has an okay movepool at first, but especially for a Gen 1, it's pretty disappointing when you get down to it. Ice Beam/Ice Punch, Scald/Surf, Brick Break/Cross Chop, Psychic/Signal Beam. It doesn't get EQ, T-Bolt, Dazling Gleam, Dark Pulse, Flame Thrower, or really any coverage moves that Starmie and other SpA pokes enjoy. Nor does it have the Atk oomph or great moves to run a physical set.
I'd say boost the Spd and both attack stats and make it a poor man's Greninja with better team support. Clearing weather and perhaps entry hazards and cleaning up wounded targets is a niche that a lot of teams would want and there aren't that many good candidates yet.
Maybe something like:
HP: 80
Atk: 110
Def: 80
SpAtk: 110
SpDef: 80
Spd: 115
Ability 1: Cloud Nine
Ability 2: Drizzle
Hidden: Magic Bounce
Not sure if it should stay pure Water. I don't know if adding Psychic helps it that much, and I don't see it suddenly getting something weird like Fairy or Dark typing.
