The former can take hits from pretty much anything (it can even live a blow from Banded Crawdaunt) while the latter rips right through cores with T-bolt, HP Ice, Incinerate, Sludge Wave, Focus Blast, etc. Cobalion is more niche as a Bisharp/Weavile switch-in and Stealth Rock setter, but considering Keldeo does that while Lando-T has pretty secure Rocks, it's more a case of other Legendaries outshining it.
